PURPOSE:
Consider the approval of Job Order Contract (JOC) Task Order Agreement No. 2 for the Walnut Drive Drop Structure at Daytona Wash Crossing with Perco Rock Company (500810) in accordance with City Code §§ 3.10.010.3(A)(1), 3.10.030.1, and A.R.S. § 34-605(F).
BACKGROUND:
This existing Drop Structure was identified in 2025 as needing to be replaced by the Streets Division. Failure will cause Walnut Drive to wash out. This project will provide drainage improvements, slope stabilization measures and safe pedestrian crossings.
The City has entered into Cooperative Purchasing Agreements utilizing Mohave County Job Order Contract (“JOC”) No. 2026-026-RFQ which lists six prequalified vendors: Combs Construction, Groundwater Partners, Lewis Equipment, McCormick Construction, Perco Rock Company and Rummel Construction. Each of the six vendors were sent Task Order No. 2 for pricing based on the Plans and Specifications for construction.
On May 8, 2026, pricing proposals were received from four (4) of the six (6) vendors as follows:
Perco Rock: $408,420.00
Groundwater Partners: $529,545.00
Rummel Construction: $771,240.00
Combs Construction: $866,755.00
Selection for award was based on lowest responsive bidder.
FISCAL IMPACT:
Funds are allocated and available in the Capital Improvement Plan utilizing Flood Control Funds in the amount of $408,420 in the Fiscal Year 2025-26 and proposed Fiscal Year 2026-27 budgets.
