Discussion and Action: Change Order No. 1 for the Island WWTP Filter Upgrade Project with Schofield Civil Construction (Jason Hart)

PURPOSE:

To consider the approval of Change Order No. 1 for the Island WWTP Filter Upgrade Project (Contract 500701) in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City operates three wastewater treatment plants (WWTPs) that treat wastewater throughout the City. The Island WWTP has a design capacity of 2.2 mgd and utilizes a sand filter system to help treat the wastewater. This filter system is experiencing some age fatigue and is need of rehabilitation.

 

On October 28, 2025, City Council awarded the Island WWTP Filter Upgrade project to Schofield Civil Construction, LLC. Due to a long materials delay, construction started on the project on August 10, 2026, where some additional electrical work required for the Aqua Aerobics equipment and subsequent electrical panels was identified. It was also determined that the secondary basin immediately adjacent to the filter system was experiencing a structural failure in its cap, which supports three pumps. This change order would include that critical repair.

 

COMMUNITY IMPACT:

This project will enhance the City’s ability to treat wastewater by rehabilitating the existing tertiary filter system which will improve the overall efficiency of the Island WWTP.

 

FISCAL IMPACT:

Funds in the amount of $473,237.14 are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing Wastewater Utility Funds for Change Order No. 1 of the Island WWTP Filter Upgrade Project.
