PURPOSE:
To consider the cooperative purchase of one (1) 2026 Western Star 47X with truck mounted Hydro-Excavator utilizing the Sourcewell Contract Number 101221-SCA, City’s Cooperative Purchase Agreement 500490, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.
BACKGROUND:
The Water Utility Division is requesting the addition of a specialized fleet Freightliner vehicle in the amount of $635,564.85, specifically a 2026 Western Star truck mounted Hydro-Excavator. The addition of this vehicle/equipment to the fleet will support ongoing operations and provide the capability to safely excavate around existing utilities, such as gas, fiber optics and electric lines.
This purchase would be made through a cooperative agreement utilizing the Sourcewell Contract Number 101221-SCA. Sourcewell is a government agency that solicits competitive contracts nationwide. Sourcewell members, of which Lake Havasu City is a member, can utilize cooperative purchasing through these contracts in accordance with Arizona Revised Statutes § 41-2632(A). The Cooperative Purchase Agreement expires November 29, 2026, and allows the purchase of a truck mounted Hydro-Excavator, and municipal pumping equipment with related parts and accessories.
This purchase represents 87% of the fleet purchases included in the Fiscal Year (FY) 2025-26 budget. The remaining 13% is still undergoing finalization of technical specifications and available options for the 2026 model year, as well as completion of the solicitation process. Once finalized, those remaining units will be presented to City Council separately for approval.
COMMUNITY IMPACT:
The addition of this piece of equipment will prevent costly damages and reduce time needed for repairs.
FISCAL IMPACT:
Funds in the amount of $635,564.85 are allocated and available in the FY 2025-26 Water Utility Fund budget for the purchase of a new Hydro-Excavator.
