FUNDING SOURCE:

CIP-Irrigation and Drainage District Fund

PURPOSE:

Approve Change Order No. 1 for the Water Tank Rehabilitation Project, Project No. WT7440 in accordance with City Code Section 3.10.040.

BACKGROUND:

As part of the City’s ongoing Water System Improvement Program, a facility inventory and prioritization report was compiled. The Report reviewed all 26 tanks and 14 pump stations. Criteria such as Security, Drainage, Vaults, Sound Attenuation, Housekeeping, Appearance, Wash Proximity and Access were evaluated. From the Report, five specific tanks were identified for detailed inspection based on highest priority. The two tanks included in this change order were inspected in December of 2015. From the detailed inspections, a recommendation to perform a settlement survey on the tank floors was identified as one of many recommendations related to rehabilitating the tanks. To limit the number of times the tanks are removed from service and drained, the settlement survey was included as a bid item in the current rehabilitation project. This survey was completed and identified settlement along the outside edge of both tanks. This change order covers the cost to remove and replace the settled steel in both tanks at an average cost of $111.04 per square foot. Atkins and staff recommend the repair prior to the final coating of the tanks.

COMMUNITY IMPACT:

The Tank Rehabilitation project provides for safety and industry standard updates, as well as new internal and external coatings. Completion of the tank rehabilitations is crucial to continue the reliable service of potable water to the community. The water tanks are critical pieces of the system infrastructure.

FISCAL IMPACT:

Sufficient funds in the amount of $201,113.65 are available in the WAPA Zone 3 Water Main, Project No. WT7410, Account No. 521-4110-421.62-04 which will be transferred to Project WT7440 Account No. 521-4110-421.62-04.
