Action: Resolution No. 25-3832 Approving an Intergovernmental Agreement with the State of Arizona, Department of Transportation, for Scoping Services to Install Pedestrian Safety Features on McCulloch Boulevard from Smoketree Avenue to Acoma Boulevard (Ron Foggin)

Federal Aid Funds and Highway User Revenue Funds (HURF)

 

PURPOSE:

To consider adopting a resolution approving an Intergovernmental Agreement (IGA) with the State of Arizona, Department of Transportation (ADOT), for scoping services to review a Highway Safety Improvement Program (HSIP) application to install pedestrian safety features on McCulloch Boulevard from Smoketree Avenue to Acoma Boulevard.

 

BACKGROUND:

This project is being considered because of a tragic pedestrian fatality that recently occurred near the Birch Square crosswalk, bringing attention to the need for safer walking conditions in this area.

 

To address these concerns, the City is planning to install pedestrian safety features such as high-visibility crosswalks and create curb extensions, known as "flush curb bulb outs," using pavement markings. These improvements are designed to make pedestrians more visible to drivers, shorten crossing distances, and encourage slower, safer driving speeds.

 

Determination of whether the project is eligible for HSIP funding for design and construction will be made following project scoping and approval by the State Transportation Board.

 

COMMUNITY IMPACT:

The installation of these safety measures along this corridor of McCulloch Boulevard will improve pedestrian safety by highlighting crosswalks and creating visual cues that help reduce vehicular speeds.

 

FISCAL IMPACT:

The scoping services will cost $40,000. $37,720 will be paid with Federal Aid Funds and $2,280 will be paid with Highway User Revenue Funds that are available in the Fiscal Year 2024-25 budget.  If the final project amount exceeds the initial estimate(s), the City is responsible for any and all actual costs exceeding the initial estimate.
