Discussion and Action: Transactional Public Sector Agreement for Oracle Cloud Comprehensive Managed Service Provider with Oracle America, Inc., for Fiscal Year 2026-27 (Jill Olsen)

PURPOSE:

To consider the approval of a Transactional Public Sector Agreement and Ordering Document under Oracle contract 50817 with Oracle America, Inc., (Oracle) to provide technical assistance with Human Capital Management (HCM), Enterprise Resource Planning (ERP), Enterprise Performance Management (EPM), and Supply Chain Management (SCM) modules in the Oracle system in accordance with City Code Section 3.10.010.3(A)(18).

 

BACKGROUND:

For the past several years, the City has contracted with Camptra Technologies and JAE Enterprises to address issues, implement functional changes, and provide ongoing technical services within the Oracle environment. While many aspects of the system are working well, there are some areas where processes and functionality should be improved. Over the past six months, staff evaluated multiple vendors to fulfill the role of the Managed Service Provider (MSP). Oracle’s Managed Services division was identified as the best option to directly support the product. Oracle has teams specializing in local government. Their proposal included steps to address many of the issues staff is experiencing with the system. Given that this is an Oracle product, they are well-equipped to help move the system forward. The proposal also includes Oracle Guided Learning, which is a digital adoption platform that provides real-time, in-application guidance to help users navigate the software. Lastly, their proposal is cost-effective and will provide the City with savings year after year. The total amount for the 13-month agreement is $234,325.06.

 

COMMUNITY IMPACT:

Improved system services provide enhanced business reporting, more robust security, and regulatory compliance, including accurate, timely, and technically sound financial reporting, resulting in a more reliable system.

 

FISCAL IMPACT:

This thirteen-month agreement will provide technical expertise for a not-to-exceed total cost of $234,325.06. The funds are allocated and available in the Fiscal Year 2025-26 budget and included in the Fiscal Year 2026-27 General Fund proposed budget.

I move to approve the Transactional Public Sector Agreement and Ordering Document with Oracle America, Inc., in the amount of $234,325.06 and authorize the City Manager to execute the Agreement and related documents on behalf of the City.
