PURPOSE:
To consider approval of the cooperative purchase of pipe inspection and pipe rehabilitation services for the Channel Force Main Line Crossing Assessment Project through Pro Pipe Services, LLC, utilizing Purchasing Cooperative of America’s Contract No. PCA OD-437-26 (City Contract 500828), in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.
BACKGROUND:
Lake Havasu City currently operates with a single 16” ductile iron force main that provides conveyance from the mainland to the Island Treatment Plant. This line exits the London Bridge/Willow Wash lift station on the mainland side, travels under the Bridgewater Channel to the Island side and continues south to the Island Treatment Plant. This force main is responsible for conveying between 1 to 1.5 million gallons of wastewater each day.
This line has been in service for 40 years and is at an operational milestone where assessment and rehabilitation are necessary to ensure the safe, sanitary, efficient, and effective conveyance of a critical and integral part of the wastewater conveyance infrastructure.
COMMUNITY IMPACT:
Inspection, assessment, and rehabilitation of this force main will ensure safe, reliable, efficient and effective conveyance of Lake Havasu City’s wastewater from the London Bridge/Willow Wash lift station to the Island Treatment Facility and underscores the City’s ability to maintain strict federal and state regulatory standards - significantly reducing a potential pipe failure which could lead to a sanitary sewer overflow or discharge.
FISCAL IMPACT:
Funds are allocated and available in the Wastewater Utility Fund’s Fiscal Year 2026-27 budget in the amount of $259,035 plus applicable taxes.
