Discussion and Action: Bid for the South Intake Effluent Project to Schofield Civil Construction, LLC (Jason Hart)

FUNDING SOURCE:

Capital Improvement Plan - Wastewater Utility Fund

 

PURPOSE:

To consider the award of a bid for the South Intake Effluent Project (Contract 500644) to Schofield Civil Construction, LLC, in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

Lake Havasu City operates three (3) wastewater treatment plants and discharges treated A+ effluent through a combination of vadose injection wells, percolation ponds, and direct reuse. An additional discharge option is needed to address high volumes of effluent during certain times of the year.

 

Currently the South Intake System draws water from the lake, but to handle high volumes of effluent additional capability must be added. This project will modify the system to operate bi-directionally, allowing both intake and discharge.

 

On April 17, 2025, sealed bids were opened for the project and two (2) bids were received in response. The two qualifying bids were:

 

Schofield Civil Construction, LLC - Base Bid = $713,000

Felix Construction - Base Bid = $765,456

 

COMMUNITY IMPACT:

Adding this option will allow for a more balanced allocation of effluent throughout the City’s wastewater system so no one option is overloaded, making the overall process more efficient.

 

FISCAL IMPACT:

Funds in the amount of $713,000 are allocated and available in the Fiscal Year 2024-25 Capital Improvement Plan utilizing Wastewater Utility Funds.
