Discussion and Action: Ordinance No. 26-1378 Amending City Code Section Chapter 11.10.030, Location and Relocation of Facilities in Public Rights-of-Way, Regarding Damage to City Rights-of-Way and Facilities (Introduction) (Bill Young)

PURPOSE:

To introduce an ordinance amending Section 11.10.030 of the City Code regarding construction and location of facilities in the public rights-of-way. 

 

BACKGROUND:

The purpose of this action is to codify the street cut process and requirements necessary to protect the City’s investment in newly paved streets.  The edits to the ordinance are based on industry best practices and are designed to reduce the number of street cuts in newly paved streets with 0-5-year-old asphalt.  Reducing street cuts in new asphalt will help the City maintain the highest Pavement Condition Index (PCI) for a greater period of time. 

 

The updated ordinance also works to improve street cut processes and requirements for all City streets. The proposed chapter provides greater detail regarding the requirements and expectations of the City to properly maintain and restore its streets. It lists the necessary information that must be completed and the responsibilities for anyone cutting City streets.  

 

COMMUNITY IMPACT:

Properly repaired street cuts will help reduce the costs of street maintenance and protect street PCI scores.  Street rideability will be maintained for everyone that uses the City’s transportation network. 

 

FISCAL IMPACT:

If the ordinance is enacted and enforced, the City should see a slower reduction in the overall street PCI score, which may result in a reduction in street maintenance costs.
