PURPOSE:

To consider continuing with the construction of the traffic signal at the intersection of McCulloch Boulevard and Jamaica Boulevard (traffic signal) and the payment of $531,810 in accordance with the Intergovernmental Agreement (IGA) with the Arizona Department of Transportation (ADOT).

 

BACKGROUND:

The City entered into an IGA with ADOT in January of 2023 for the design and construction of the traffic signal.  ADOT appropriated Highway Safety Improvement Program funding from the State Highway Fund to design and construct the traffic signal.  Under the IGA, ADOT manages the appropriated funding for the project.

 

Under the IGA, if the project bid amount exceeds the estimated construction cost contained in the IGA, the City is responsible to pay the difference.  ADOT estimated $917,000 for the construction of the project, which included construction engineering, post design services and contingency totaling $171,385. This left $745,615 for the actual construction of the project. ADOT recently bid the project, and the low bid came in $531,810 over the available grant funds. To proceed with the construction of the traffic signal, it is necessary for the City Council to approve the payment of funds exceeding the estimated construction cost in the amount of $531,810.  

 

 

 

 

 

 

COMMUNITY IMPACT:

The construction of the traffic signal will help with traffic congestion on both roads and allow motorists and pedestrians to safely cross the intersection. The included speed feedback signs will remind motorists driving on McCulloch Boulevard what the posted speed is, which will reduce the overall average speed in this area.

 

FISCAL IMPACT:

Funding in the amount of $531,810 is allocated and available in the Fiscal Year 2024-25 Capital Improvement Plan utilizing Highway User Revenue Funds for this project.
