PURPOSE:
Consider the approval of an agreement for Professional Services (Design) for the Kiowa Drain #6 Wash Stabilization Improvements Project No. 105017 (Agreement 500819) in accordance with City Code §§ 3.10.010.2 (Technical Registrants) and 3.10.030.1.
BACKGROUND:
On October 28, 2025, the City Council adopted the 2025 Wash Management Plan by Resolution No. 25-3878. Kiowa Drain #6 was listed as priority due to risk of slope failure, flow velocities, scour and meander potential. This wash reach is approximately 2,200-ft long from San Juan Drive to Barranca Drive. This wash is programmed in the current CIP for construction this Fiscal Year 2026-27.
Staff negotiated a fee of $121,570 with Kimley-Horn & Associates, Inc., for Professional Services.
COMMUNITY IMPACT:
This project will provide wash improvements for bank protection due to scour and meander along the corridor for at least 40 properties adjacent to the wash right of way identified as necessary in the Existing Conditions Analysis and Prioritization Report produced by Kimley-Horn & Associates, Inc.
FISCAL IMPACT:
Funds in the amount of $121,570 are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing Flood Control Funds.
