PURPOSE:
To consider approval of Amendment No. 2 to the Master Professional Services Agreement (MPSA) with C&S Engineers, Inc., Contract 500225, renewing the Agreement for the second of two additional one-year terms.
BACKGROUND:
The MPSA for On-Call Engineering Consulting Services for the Lake Havasu City Municipal Airport with C&S Engineers, Inc., was entered into on May 11, 2022, following an advertised Statement of Qualifications request, evaluation and selection process. The MPSA provides ‘on-call’ engineering and architectural services to assist the City in designing, developing, and accomplishing various on-going airport improvement projects in accordance with the Airport Master Plan and the needs of the City’s Airport. The initial MPSA term was for three (3) years, with the option to renew for two (2), additional one (1) year periods at the City’s option. This second and final renewal will extend the Agreement term until May 11, 2027.
In addition to extending the term, Amendment No. 2 increases the approval threshold to $100,000. Previously, City Council approval was required for all task orders exceeding $50,000; that threshold is now $100,000.
COMMUNITY IMPACT:
The Lake Havasu City Municipal Airport is a vital economic and transportation hub in our community.
FISCAL IMPACT:
Funds for these services are allocated and available in the City’s annual budgets. Spending will not exceed the amount budgeted.

I move to approve and authorize the City Manager to execute Amendment No. 2 to the Master Professional Services Agreement with C&S Engineers, Inc., for an additional one-year term and increase the City Council approval threshold to $100,000 per Task Order.
