Discussion and Action: Statement of Work for Enterprise Asset Management System Software, Professional and Support Services with OpenGov, Inc. (Timothy Kellett)

PURPOSE:

To consider approving a Statement of Work (SOW) for software, professional and support services for Enterprise Asset Management (EAM) System Software-as-a-Service (SaaS) under Master Services Agreement (MSA) (Contract 500754) with OpenGov, Inc. (OpenGov), in accordance with City Code Section 3.10.010.3.A.18.

 

BACKGROUND:

Lake Havasu City maintains multiple types of assets ranging from areas such as facilities, water and wastewater infrastructure, Information Technology systems, to parks.  Tracking asset additions and maintenance activities are crucial components of an efficient work force.  OpenGov’s EAM software will allow staff to better optimize routine and non-routine work, while simultaneously creating an asset database to encompass the entire useful life of various assets (facilities, equipment, etc.).  Better data will also enhance budgeting capabilities and increase operational efficiency.

 

COMMUNITY IMPACT:

The implementation of the OpenGov EAM system will enhance the City's ability to maintain and efficiently manage critical assets across departments. With better tracking of City-owned assets and an improved maintenance scheduling database, staff will be able to anticipate and proactively manage work to better meet the needs of Lake Havasu City’s residents.

 

FISCAL IMPACT:

Funds are allocated and available in the Fiscal Year (FY) 2026-27 budget for the purchase, implementation, and support of the new EAM System.  The cost for the 5-year term is $1,115,463.90 which includes annual increases, plus estimated applicable taxes.  Years two through five will be included in the future respective operating budgets.

 

Year 1 is $300,000.02, plus applicable tax

Year 2 is $189,195.31, plus applicable tax

Year 3 is $198,657.75, plus applicable tax

Year 4 is $208,590.65, plus applicable tax

Year 5 is $219,020.17, plus applicable tax

POSSIBLE MOTION:

I move to approve the Statement of Work with OpenGov, Inc., for an Enterprise Asset Management System, in the approximate amount of $1,115,463.90 plus applicable tax over the next five years; and authorize the City Manager to execute all necessary documents on behalf of the City.

 

I move to not approve the Statement of Work with OpenGov, Inc., for an Enterprise Asset Management System.
