Discussion and Action: Bid for the Police Department Facility and Jail Rehab, Phase 2 Project, to Precise Builders, Inc. (Phil Porter)

PURPOSE:
To consider award of a bid (Contract 500639) for the Police Department (PD) Facility and Jail Rehab, Phase 2 Project to Precise Builders, Inc. in accordance with City Code Section 3.10.040 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
The Police Department Facility was originally constructed in 1994. In 2021, Selberg Associates, Inc., completed a comprehensive building condition assessment that identified the need for significant repairs and facility improvements to address aging infrastructure, deferred maintenance, and code compliance issues.
The assessment recommended numerous capital improvements, including roof replacement, sanitary sewer system repairs, replacement of jail doors and locking hardware, HVAC system upgrades, fire alarm system replacement, drywall repairs and interior repainting, flooring replacement, and Americans with Disabilities Act (ADA) improvements to the locker room shower facilities.
Due to the extensive scope of the recommended improvements, the project was divided into two construction phases to facilitate funding, maintain facility operations, and minimize disruption to police services. Phase 1 was completed in 2025. Phase 2 is presented for City Council consideration for contract award. Upon award, the project is anticipated to reach substantial completion by April 2027.
On June 3, 2026, sealed bids submitted in response to Invitation to Bid B26-PW-103007-500639 were publicly opened. Seven (7) bids were received, of which five (5) were determined to be complete and two (2) were deemed incomplete. The five complete Base Bids, inclusive of Additive Alternates 1, 2, 3, 4, and 6, are as follows:
Precise Builders, Inc. - $3,753,886.32
TR Orr, Inc. - $3,755,900.00
Concord General Contracting - $3,953,327.00
Doege Development, LLC. - $4,394,557.00
JBS Contracting - $5,545,737.26
COMMUNITY IMPACT:
This phase of the project replaces aging building systems that have reached the end of their service life and improves the functionality of employee support areas. Roofing, HVAC, flooring, interior finishes, ADA shower improvements, and locker room upgrades will reduce maintenance needs, improve energy efficiency, enhance accessibility, and help ensure the Police Facility remains a safe and reliable public safety asset for years to come.
FISCAL IMPACT:
Funding in the amount of $3,753,886.32 for the base bid plus additive alternates 1,2,3,4, and 6 plus force account are allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing General Funds.
