PURPOSE:
To consider the cooperative purchase of LED lighting improvements at Rotary Community Park and SARA Park Ball Fields from MUSCO Sports Lighting, LLC, utilizing Sourcewell’s cooperative contract 041123, Oracle Contract 500772, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.
BACKGROUND:
The existing ball field lighting at Rotary Park and SARA Park has been in service for approximately 30 years and utilizes outdated technology that exhibits several performance deficiencies, including diminished light output, bulb dimming, yellow discoloration that reduces field illumination, and inefficient shielding that contributes to excessive nighttime glare. The City has received numerous complaints regarding inadequate lighting levels affecting player safety, as well as glare impacting surrounding park areas.
To address these concerns, staff researched and reviewed several products and determined that the MUSCO product is the best upgrade to fit the City’s needs. The City already utilizes the MUSCO remote-controlled telemetry at all parks. The MUSCO light fixture is lighter and has proven to have very little glare and excellent durability. Cypress Park field lighting is equipped with the MUSCO TLC-BT-LED-575/900 flat luminary and drivers. This is relatively new technology with proven performance and has no issues regarding light replacement and maintenance. The new lights will provide a cleaner brighter shielded field lighting system that will improve safety, game play, and meet dark sky/light pollution requirements.
City staff obtained a lighting upgrade proposal from MUSCO Sports Lighting for the Rotary Park fields 1, 2, and 3 and SARA Park Fields 1 and 2. MUSCO was asked to quote the replacement of the existing light fixtures, specifically using the existing poles and mounting arms, lighting control panels, and the three phase circuits.
COMMUNITY IMPACT:
Our Parks and Facilities are heavily utilized by community members, user groups and sports leagues. The new LED lighting improvements will provide a cleaner brighter shielded field lighting system that will improve safety, game play and support the dark sky light pollution initiative.
FISCAL IMPACT:
Funds in the amount of $672,000 are allocated and available for park improvements in the Fiscal Year 2025-26 budget in the Parks and Recreation Department within the General Fund.
