PURPOSE:
To consider adoption of a resolution approving a grant agreement with the U.S. Army Corp of Engineers under the Fiscal Year 2024 Arizona Rural 595 Program for the Water Conservation and Water Reuse Project.
BACKGROUND:
Since the initial development of the wastewater system, various upgrades have been made to further increase the capacity and treatment capability of the system. There are three wastewater treatment plants with a combined capacity of over five million gallons per day (MGD) and all producing Grade A+ effluent water. Additionally, all three of the treatment plants are connected to each other, which increases the operational reliability and functional efficiency of the system.
The effluent water is currently being directed to various locations including percolation basins, golf courses, injection wells, and a small number of City parks. This project will focus on adding additional City parks to the effluent system, thus eliminating the need for potable water irrigation at those parks.
The foundation items that must be installed include a new main from the Mulberry Wastewater Treatment Plant to the existing recycled water lines, a main line underneath Highway 95, and installation of new piping to connect the parks to the recycled water lines. The existing recycled water lines are already installed and were strategically placed near the proposed parks. This forethought during previous system improvements was a critical piece that will allow this project to be successful. In addition to the mainline needs, a pumping and monitoring system will need to be installed at the Mulberry Wastewater Treatment Plant to allow the source effluent water to be moved into the recycled water lines.
COMMUNITY IMPACT:
When completed, this project will significantly improve the ability to utilize recycled water and conserve potable water supplies for Lake Havasu City. The design portion of the initial increment of work is complete, and the construction documents are ready to be edited and submitted for the formal bid process
FISCAL IMPACT:
The estimated project cost is $2,770,667. Grant funding requested in the amount of $2,078,000 with a City match of $692,667 (25%). Funding is allocated and available in the Fiscal Year 2024-25 and 2025-26 Capital Improvement Plan utilizing Wastewater Utility Funds for the City match.
