PURPOSE:

Consider the approval of an agreement for Professional Services (Design) for the Pima Wash #8 Stabilization Improvements Project 105014 (Agreement 500752) in accordance with City Code §§ 3.10.010.2 (Technical Registrants) and 3.10.030.1.

 

BACKGROUND:

On October 28, 2025, the City Council adopted the 2025 Wash Management Plan by Resolution No. 25-3878. Pima Wash Reach #8 was the last of the previously planned wash improvements identified in the 2015 Dibble Report and was carried over to the new 2025 Wash Management Plan. Each wash was ranked according to risk of slope failure, flow velocities, scour and meander potential. This wash reach is approximately 2500 ft long and downstream of the El Dorado Avenue Drop Structure. The end of Reach #8 is at the Nelson Drain confluence. This wash is programmed in the current CIP for construction this Fiscal Year 2025-26.

 

Staff negotiated a fee of $143,610 with Kimley-Horn & Associates, Inc., for Professional Services, which appears reasonable.

 

COMMUNITY IMPACT:

This project will provide wash improvements for bank protection due to scour and meander along the corridor for at least 40 properties adjacent to the wash right of way identified as necessary in the Existing Conditions Analysis and Prioritization Report produced by Kimley-Horn & Associates, Inc.

 

FISCAL IMPACT:

Funds in the amount of $143,610 are available in the Fiscal Year 2025-26 Capital Improvement Plan utilizing Flood Control Funds for this design.
