PURPOSE:
To consider approving a License Agreement with ALLO Arizona, LLC, (ALLO) to install infrastructure in City parks to support public Wi-Fi and future expansion of the City’s network, making available additional security measures and network connectivity.
BACKGROUND:
For many years, the City has sought ways to enhance the technological services provided to employees and park visitors. Until recently, providing these services was not cost-effective. ALLO’s recent fiber implementation, bringing high-speed internet to Lake Havasu City, has made offering services to park visitors more realistic. ALLO and the City have prepared an agreement that will benefit the City in several ways. The Agreement will authorize ALLO to run fiber optics throughout City parks. ALLO has agreed to install additional infrastructure for the City's use. The additional infrastructure will be owned by the City, allowing for future expansion of the network. This will give the City the ability to provide internal services to employees. These services will include upgraded security features on park facilities and internal City Wi-Fi for parks and public safety employees. In parks without a City network connection, ALLO will provide an Ethernet local-area network (ELAN) connection to link the parks to the City network. In addition to the internal services infrastructure, ALLO will be providing visitors with ALLO Wi-Fi.
There will be two different Wi-Fi services available in the parks. The first service will be free Wi-Fi. Visitors will be able to access free Wi-Fi service throughout the parks. Users who access the free Wi-Fi should expect to be at least 10GB per connection. This free service is an excellent means for residents to receive a consistent internet connection when cellular services are often limited in City parks. The second service is for existing ALLO customers. They will be able to connect to ALLO Wi-Fi network services, which provides an extensive wireless mesh network to which existing ALLO customers have access. ALLO customers can expect 150GB per connection. If approved, ALLO will use Rotary Park as the pilot location to implement these services.
COMMUNITY IMPACT:
This Agreement provides Wi-Fi services to our residents and park users, as well as the tools and resources needed to help the City employees make City parks safer and more efficient to maintain.
