Action: Cumulative Purchases for Wastewater Treatment Equipment from Parkson Corporation (Keelan Yarbrough)

PURPOSE:

To consider approval of cumulative purchases greater than the City Manager’s expenditure threshold of wastewater treatment equipment replacement, repair parts, components, and appurtenances from Parkson Corporation, the Original Equipment Manufacturer (OEM) for these items. City Code §§§ 3.10.010.3.A.2 (Sole Source Exception for OEM Repair Parts), 3.10.010.3.A.21 (Water/Wastewater Plant OEM Equipment Replacement and Specialized Services Exception) and 3.10.030.1.

 

BACKGROUND:

Parkson Corporation provides equipment and repair parts for wastewater treatment applications - specifically for Schreiber equipped facilities like our Island and Mulberry Treatment Plants. This equipment is critical to the activated sludge wastewater treatment process and ensures the integrity of our biomass allowing us to maintain federal, state, and local compliance standards.

 

COMMUNITY IMPACT:

Maintenance, repairs, and replacement of the equipment covered under this request ensures safe, reliable, and effective treatment of Lake Havasu City’s wastewater and underscores the City’s ability to maintain strict regulatory standards allowing us to continue to recharge, replenish, refresh, and reuse this most precious water resource.

 

FISCAL IMPACT:

Funds are allocated and available in the Public Works Wastewater Utility Division’s Fiscal Year 2026-27 budget.

POSSIBLE MOTION:Recommended Action

I move to approve cumulative expenditures for routine maintenance repair parts and replacement equipment with Parkson Corporation exceeding the expenditure threshold annually but not to exceed the annual departmental budget and authorize the City Manager to execute acceptance of the Special Aftermarket Terms, Conditions and Exhibit A Price List on behalf of the City; authorize staff to exercise the option to renew for four additional one-year terms.

 

I move to not approve the cumulative expenditures with Parkson Corporation.
