PURPOSE:

To conduct a public hearing, solicit public comment, and adopt a resolution authorizing the submission of an application for Community Development Block Grant (CDBG) State Special Projects (SSP) funding to remove architectural and accessibility barriers in the Lake Havasu City Aquatic/Community Center and authorize all actions necessary to implement and complete the activities outlined in the application.

 

BACKGROUND:

The proposed project will primarily focus on removing architectural and accessibility barriers in the restrooms, locker rooms, showers, changing areas, and related areas of the Lake Havasu City Aquatic/Community Center. The project is intended to provide a more accessible and functional environment that allows individuals with disabilities to enter the facility, prepare for their activity, access the water, participate, and leave with greater safety, dignity, and independence.

 

The project is identified as a potential project in the Fiscal Year 2026-27 Capital Improvement Plan. The City is seeking $750,000 in CDBG State Special Projects funding to assist with the proposed improvements.

 

The City's Grants Division hosted the first public hearing for the proposed project in the Public Meeting Room at 2360 N. McCulloch Blvd., Lake Havasu City, Arizona, on November 4, 2025. A second public hearing was held on August 11, 2026. The public hearings provided opportunities for residents and interested parties to provide input regarding the proposed project. ADOH requires a public hearing and local governing body resolution authorizing the submission of an application as part of the application process.

 

COMMUNITY IMPACT:

The Community Development Block Grant State Special Projects (SSP) program provides funding for eligible community development projects that address identified community needs, including projects that remove architectural and accessibility barriers in community facilities. The program provides an opportunity for local governments to address improvements that benefit residents and visitors and increase accessibility to public facilities.

 

FISCAL IMPACT:

The total project request is $750,000 in grant funds. No local match is proposed as part of the grant request.
