PURPOSE:

To consider approval of a Cooperative Purchase Agreement (500652) and purchase of eighteen (18) solar powered, illuminated Rectangular Rapid Flash Beacon (RRFB) pedestrian crossing systems utilizing the Omnia Purchase Contract 2020-200, in accordance with City Code §§3.10.010.3(A)(1) and §3.10.030.1.

 

BACKGROUND:

The Streets Division would like to purchase eighteen (18) solar powered, illuminated RRFB pedestrian crossing systems to establish a safer environment for pedestrians in our downtown area. 

 

The RRFB system is designed to increase drivers’ awareness of pedestrians in uncontrolled intersections. The SafeWalk® Crosswalk Illuminator will light the crosswalk for added visibility at night. Both the RRFB and the SafeWalk® Crosswalk Illuminator will be triggered by a Bulldog push button and will be solar powered.

 

Crossing systems will be placed on both sides of the crosswalks in the downtown area at McCulloch Boulevard North and Scott Drive, McCulloch Boulevard North and Querio Drive, McCulloch Boulevard North and Mulberry Avenue, McCulloch Boulevard North and Pima Wash, and McCulloch Boulevard North and Birch Square.

 

The estimated cost per pole set-up is $4,208.27, which includes tax and freight, for a total of $75,748.91.

 

COMMUNITY IMPACT:

The installation of these RRFB illuminated crossing systems will assist pedestrians to safely travel across the street. According to the U.S. Department of Transportation Federal Highway Administration RRFBs can reduce vehicle verses pedestrian accidents by 47%.

 

FISCAL IMPACT:

Funds in the amount of $75,748.91 are allocated and available in the Fiscal Year 2024-25 Public Works Streets Division budget for this project.

I move to approve and authorize the City Manager to execute the Cooperative Purchase Agreement with Traffic and Parking Control Co., Inc., and approve the purchase of eighteen (18) Solar Powered Illuminated RRFB Pedestrian Crossing Systems in the amount of $75,748.91.
