PURPOSE:
To consider approval of a three-year subscription agreement for software (AVEVA Flex) with Q-Mation Inc. (Oracle Contract 500587) for SCADA applications in accordance with City Code Section 3.10.010.3(A)(16).
SCADA stands for supervisory control and data acquisition. It is a system of software and hardware elements that allows control and monitoring of industrial processes and equipment.
BACKGROUND:
AVEVA Flex Subscription with Q-Mation, Inc., software was originally implemented for Lake Havasu in 2005. This software is used for industrial automation, monitoring, and controlling for both Water and Wastewater facilities in Lake Havasu City. AVEVA Flex software currently is being used to gather data in real time from 15,000 points in the SCADA system, forty plus lift stations, three wastewater treatment plants, one water treatment plant, fourteen water production sites, and four pressure reducing sites. It is used to monitor and control, equipment, processes, and conditions at each monitored point. This software can quickly detect anomalies or malfunctions in any part of the treatment processes, allowing for rapid response to prevent potential health hazards.
COMMUNITY IMPACT:
SCADA systems and software allow for real-time monitoring of clean water production and sewage treatment processes. SCADA is very important in ensuring that water is treated effectively, and pollutants are removed. This reduces the risk of contamination and ensures that the treated water released back into the environment is safe. By optimizing treatment processes, SCADA helps minimize the environmental impact of sewage.
FISCAL IMPACT:
Year 2025: $40,851
Year 2026: $42,903
Year 2027: $45,036
Funds for the first year are available and allocated in the Fiscal 2024-25 budget in the Administrative Services Department - Information Technology Division within the General Fund. The following two years will be included in the future respective annual budgets.

SUGGESTED MOTION:Recommended action
I move to approve the AVEVA Flex Subscription Agreement with Q-Mation, Inc., for $128,790 plus applicable taxes and authorize the City Manager to execute the Agreement on behalf of the City.
