Discussion and Action: Purchases Exceeding Expenditure Threshold for Traffic Signal Electrical Rehabilitation Services with B&F Contracting, Inc. (Bill Young)

PURPOSE:

To consider approval of purchases exceeding the expenditure threshold with B&F Contracting, Inc., (Contract # 500655) for traffic signal electrical rehabilitation services, in accordance with City Code §§ 3.10.010.3(A)(1) and 3.10.030.1.

 

BACKGROUND:

The Lake Havasu City Public Works Department is continuing to update and standardize our aging traffic signals by replacing control cabinets which have obsolete systems, aging wiring, obsolete cameras and equipment, at three (3) complete intersections each fiscal year. The three intersections this year will be Lake Havasu Avenue and Industrial Boulevard; Lake Havasu Avenue and Palo Verde Boulevard South; and Smoketree Avenue and McCulloch Boulevard. The total for this project will be $226,684.27.

 

B&F Contracting, Inc., has an established record of successfully installing traffic signal cabinets across Arizona, in accordance with the Institute of Transportation Engineers/International Municipal Signal Association (ITE/IMSA) standards. To ensure the best value for our community’s needs, the Public Works Department has negotiated pricing with B&F Contracting, Inc., utilizing the City of Mesa’s contract (2024150) for term ending June 30, 2027, with the option to renew for a maximum of two (2) additional years.

 

COMMUNITY IMPACT:

The installation of new traffic signal cabinets will significantly enhance safety and improve the efficiency of the City’s traffic management system. This upgrade modernizes existing infrastructure, ensuring more reliable and effective traffic control for Lake Havasu City’s residents and visitors.

 

FISCAL IMPACT:

Funds are allocated and available in the Fiscal Year 2024-25 Public Works Department, Highway User Revenue Fund in the amount of $226,684.27 for the rehabilitation of these intersections.

SUGGESTED MOTION:

I move to approve annual purchases for traffic signal electrical rehabilitation services from B&F Contracting, Inc., exceeding the expenditure threshold but not to exceed the annual departmental budget for the duration of the Cooperative Purchase Agreement; and authorize City staff to exercise the annual renewal options throughout the Agreement term.
