COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Jason Hart, Capital Program Manager

SUBJECT:Title

Discussion and Action: Amendment No. 1 to Engineering Professional Services Agreement for the North Havasu Additional Tank and Distribution Line Project with Tank Industry Consultants, Inc. (Jason Hart)

Body

FUNDING SOURCE:

CIP - Water Utility Fund

PURPOSE:

To consider approving an amendment to the Engineering Professional Services Agreement (Design) (500544) for additional design services of the North Havasu Additional Tank and Distribution Line Project in accordance with City Code Section §§ 3.10.010.2 (Technical Registrant) and 3.10.030.1.

BACKGROUND:

In March 2024, Jacobs Engineering Group completed a technical memorandum concluding that an additional 750,000-gallon water tank was needed at the northern reservoir site near the airport. In May 2024, Tank Industry Consultants was selected by the City to design a new 750,000 Gallon Tank. City staff has negotiated a design price of $64,185, which appears to be a reasonable fee for this project.

Additional design services have been identified as necessary, including modifications to the piping plan, floor plan controls, roof plan details, cathodic protection (a method used to safeguard underground or submerged metal structures), and electrical and instrumentation design.

COMMUNITY IMPACT:

The construction of the North Havasu Additional Tank, a 750,000 gallon steel welded tank, will support continued service and expanded storage capacity as the City’s population grows. It will also enable much-needed maintenance on the existing 2.0-million-gallon tank located adjacent to the new one.

FISCAL IMPACT:

Funds in the amount of $64,185 are allocated and available in the Fiscal Year 2025-26 Capital Improvement Plan utilizing Water Utility Funds.

SUGGESTED MOTION:Recommended Action

I move to approve Amendment No. 1 to the Engineering Professional Services Agreement with Tank Industry Consultants, Inc., in the amount of $64,185 and authorize the City Manager to execute the Amendment.
