PURPOSE:

To consider adoption of a resolution accepting FAA Airport Improvement Program Grant No. 3-04-0071-037-2026 for the design of the Taxiway C Reconstruction Project at Lake Havasu City Airport and authorizing the City Manager to execute all necessary grant documents.

 

BACKGROUND:

The FAA has awarded Lake Havasu City Airport Improvement Program (AIP) Grant No. 3-04-0071-037-2026 for the design phase of the Taxiway C Reconstruction Project. The project will provide the engineering and design services necessary to prepare for the future reconstruction of approximately 2,500 feet by 50 feet of Taxiway C.

 

The FAA grant will fund 95% of eligible project costs, with a maximum federal participation amount of $123,880. The City and State are responsible for the remaining 5% local match of which $3,260 will be paid by the City, and the Arizona Department of Transportation (ADOT) will match 2.5% at $3,260 resulting in a total project cost of $130,400. The grant must be accepted and fully executed no later than August 21, 2026. As a condition of the design grant, the City agrees to pursue and, subject to the availability of federal funding identified in the Airport Capital Improvement Plan, accept a future grant for construction within two years after the design is completed.

 

COMMUNITY IMPACT:

Lake Havasu City Airport supports business aviation, tourism, emergency services, and regional economic development. Taxiway C is essential to safe aircraft movement between airport facilities and operational areas. Completing the design will position the Airport to pursue future construction funding, address pavement needs, maintain FAA standards, and preserve reliable airport infrastructure for residents, visitors, businesses, and aviation users.

 

FISCAL IMPACT:

Funding in the amount of $130,400 for this project is allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing $123,880 in FAA Grant Funds and $3,260 in Airport Funds and $3,260 in ADOT Funds.
