PURPOSE:
To have the consultant (Professional Engineer) analyze three existing flagpole foundations and caps  and determine the appropriate action (if any) to ensure the safety of the public and any rehabilitation or maintenance activities required to allow for continued use.
 
BACKGROUND:
On December 3, 2013, Maintenance Services staff noticed severe cracking and dislocation of some of the concrete caps at the three large flagpoles on McCulloch Boulevard near the London Bridge. The flagpoles were installed as a part of the original bridge construction in 1971 and then the caps were added in 1981, ostensibly to address a concern regarding the pole and foundation interface. Upon review by engineers for the City, the direction was given to not fly the flags until further review of the stability of the poles could be determined. HDR was selected to review the condition of the pole bases as an Emergency Procurement and a scope of work was developed. The amount of the work is anticipated to be $10,006. The reason for the City Council's approval (ratification) for this item is that HDR was also selected to perform the engineering for the London Bridge Maintenance Project in the amount of $188,190 in December of 2013.
 
COMMUNITY IMPACT:
To protect the public and its infrastructure by determining the safety of the flagpoles and any remediation or reconstruction necessary for their continued use. If it is determined that the foundations and caps cannot be salvaged or repaired, a determination as to whether new flagpoles will be installed, and where will be determined.
 
FISCAL IMPACT:
Funds are available in the London Bridge Supplies account (221.5110.403.5230) and will be transferred to the Professional Services-Other account (221.5110.403.3106) for this expenditure.
