Discussion and Action: Bid for the Island Wastewater Treatment Plant Filter Upgrade Project to Schofield Civil Construction, LLC (Jason Hart)

PURPOSE:
To consider the award of the total bid for the Island Wastewater Treatment Plant (WWTP) Filter Upgrade Project (Contract 500701) in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
The Island WWTP utilizes a sand filter system to help treat the wastewater. This filter system is experiencing some age fatigue and is in need of rehabilitation.
This project will rehabilitate the existing sand filter system by repairing the concrete in both basins, replacing existing railing, replacing all grating, replacing underdrains, re-establishing missing weirs, etc.
On October 8, 2025, sealed bids were opened for the project and three (3) bids were received in response. The three qualifying bids were:
Schofield Civil Construction, LLC - Total Bid = $1,353,500
Technology Construction - Total Bid = $2,495,000
Felix Construction - Total Bid = $2,500,487.80
COMMUNITY IMPACT:
This project will preserve the City’s ability to treat wastewater by rehabilitating the existing tertiary filter system which will maintain the overall efficiency of the Island WWTP.
FISCAL IMPACT:
Funds in the amount of $1,353,500 are allocated and available in the Fiscal Year 2025-26 Capital Improvement Plan utilizing Wastewater Utility Funds.
