PURPOSE:

To consider approval of cooperative purchases of security system improvements for the Police Department Jail and Rotary Park and approve routine purchases greater than the City Manager’s expenditure threshold with Stone Security LLC, utilizing the Region 4 Education Services Center Cooperative Contract R240809 (Oracle Contract 500653), pursuant to City Code §§ 3.10.010.3(A)(1) (Cooperative exception).

 

BACKGROUND:

The City entered into a Cooperative Purchase Agreement in 2026 with Stone Security LLC (Stone). The agreement is in effect until October 31, 2029. This item is to consider replacement of the City’s camera system at the jail in the Police Department; provide security enhancements in Rotary Park; and to exceed the annual expenditure threshold under the cooperative agreement for routine operational improvements and/or repairs.

 

First, the security system at the Police Department’s Jail Facility requires an upgrade. Much of the current system utilizes outdated serial connection technology which transmits data slowly and provides poor video quality. The proposed system upgrade includes the removal of legacy cameras and cabling, installation and programming of an upgraded IP-based video surveillance system and integration into the City’s existing video management software.  This upgrade will capture and record high-quality video coverage of all designated areas, add coverage in critical areas and ensure secure pathways, conduit extensions and wall penetrations where required.

 

Secondly, with the completion of the fiber optics project in Rotary Park, staff is recommending security enhancements in the park. The enhancements include expanding the City's access control to the public restroom buildings and adding cameras at locations with frequent vandalism and safety concerns. The access control will connect into the City’s enterprise system, allowing for access schedules, remote operations, and 24-hour access for public safety and other park employees.

 

Finally, in addition to the projects listed above, staff seeks approval to exceed the annual expenditure threshold for the purchase of access control hardware, licensing, and replacement cameras for the term and any renewals of the Cooperative Purchase Agreement. These authorizations are for items routinely purchased by the City, and any non-routine purchases exceeding the threshold will be presented to City Council for separate consideration.

 

COMMUNITY IMPACT:

Deploying updated security systems helps promote a safer, more proactive environment for citizens and City employees.                                               

 

FISCAL IMPACT:

Funds are allocated and available in the Fiscal Year 2026-27 General Fund budget.

POSSIBLE MOTION:recommended action

I move to approve the cooperative purchases for Police Department Jail Facility security system improvements in the amount of $118,248.92 plus applicable taxes; Rotary Park security system improvements in the amount of $50,958.36 plus applicable taxes; and to approve routine purchases of security solutions from Stone Security LLC exceeding the expenditure threshold but not exceeding the annual department budget for the duration of the Cooperative Purchase Agreement.


I move to not approve the cooperative purchases from Stone Security LLC.
