PURPOSE:
To consider approval of Order Form Schedule A and perpetual Master Software as a Service Agreement with Target Solutions, LLC, dba Vector Solutions (Oracle Contract #500630) for the purchase of Guardian Tracking software in accordance with City Code § 3.10.010.3(A)(16).
BACKGROUND:
Guardian Tracking is a performance management and employee tracking software designed for public safety organizations. It allows supervisors to track employee performance, behavior, and incidents in real-time, and readily identify personnel who would benefit from early intervention prior to an internal affairs review or disciplinary action. This system helps identify areas where improvement or intervention is needed, promotes transparency, and supports accountability. Procedures for tracking and reporting related to early warning are a requirement of The Commission on Accreditation for Law Enforcement Agencies.
This item is before City Council for approval due to the requirement for the City to indemnify Vector Solutions in the agreement.
COMMUNITY IMPACT:
The benefits to the community include enhanced public trust and safety through improved internal processes, officer development, and consistent performance standards.
FISCAL IMPACT:
Funds in the amount of $11,355 plus any applicable taxes are available in the Fiscal Year 2024-25 Administrative Services Department, Information Technology Division budget. Appropriation will be requested for each year of the perpetual agreement during each subsequent budget process. The total award amount is $32,065 plus applicable taxes.

I move to approve the Order Form Schedule A and Master Software as a Service Agreement with Target Solutions Learning, LLC, dba Vector Solutions, for the purchase of Guardian Tracking software and authorize the City Manager to execute all agreement documentation on behalf of the City.
