PURPOSE:
To introduce an ordinance amending Lake Havasu City Code Chapter 11.06 to clarify officer terms, attendance requirements, meeting frequency, and the powers and duties of the Parks and Recreation Advisory Board.
BACKGROUND:
The Parks and Recreation Advisory Board serves an important role on matters related to the planning, development, and operation of the City’s park system and recreation programs.
Over time, the existing code language has become outdated and lacked clarity in several key areas, including officer term timelines, attendance expectations, meeting frequency, and the Board’s role in reviewing minutes and supporting master planning efforts. The proposed amendments modernize and clarify these provisions to better align with current operational practices and expectations.
The ordinance updates include:
• Establishing clear annual officer selection and term dates.
• Defining attendance standards to support consistent participation and quorum.
• Clarifying meeting frequency requirements while allowing flexibility based on business needs.
• Updating and clearly outlining the advisory Board’s powers and duties, including its role in supporting the development and updating of the Parks and Recreation Master Plan.
These changes are intended to improve governance, consistency, and effectiveness of the Parks and Recreation Advisory Board.
