PURPOSE:
To consider the approval of Amendment No. 1 to Apprenticeship Contract for a Police Service Assistant for Cora Mariani to bring into alignment with updated contracts.
BACKGROUND
High school students interested in a law enforcement career may participate in the Lake Havasu City Police Department’s Cadet Academy. However, upon graduation, cadets are ineligible to become Police Officer Trainees until they reach the age of twenty-one, creating a waiting period of up to three years. During this time, many prospective candidates leave Lake Havasu City to attend college or pursue other employment, resulting in lost recruitment opportunities and limiting the Department’s ability to retain individuals who have already demonstrated interest and commitment.
Cora successfully completed the first year of her apprenticeship contract. This Amendment to the original contract is intended to bring Cora’s contract into alignment with the two new Police Service Assistant Apprentice Contracts in order to remain competitive in attracting and retaining qualified candidates.
COMMUNITY IMPACT:
The Apprenticeship Program for the Police Service Assistant combines on-the-job training with classroom instruction to recruit, build and retain individuals in preparation for an important, highly skilled career as a Police Officer. The establishment of this program will create a labor pipeline providing an opportunity for young adults to remain in Lake Havasu City and to master the skills and competencies required to enter the occupation of a Police Officer. This program will include partnerships with Arizona@Work as well as local, state, and community colleges to ensure that the training received by participants in the Apprenticeship Program embody the industry standards for the profession.
FISCAL IMPACT:
$40,000 per year plus benefits for a period not to exceed three years. Funding is allocated and available in the Police Department, General Fund budget for Fiscal Year (FY) 2026-27. For FY 2027-28, and every year thereafter, the annual salary is eligible for a wage increase or other increases consistent with increases received by other City employees, if the Apprentice is progressing satisfactorily through the program.

I move to approve and authorize the City Manager to execute Amendment No. 1 to Apprenticeship Contract for Police Service Assistant with Cora Mariani and further authorize City staff to renew the Contract for two additional one-year terms.
I move to not approve Amendment No. 1 to Apprenticeship Contract for Police Service Assistant with Cora Mariani.
