Discussion and Action: Acceptance of the Construction Manager At Risk and Guaranteed Maximum Price for the Construction Phase Services of the Fire Station No. 7 Project (Ron Foggin)

PURPOSE:

To consider approval of the Construction Manager at Risk (CMAR) Construction Services Contract and Guaranteed Maximum Price (GMP) to Willmeng Construction, Inc. (Contract 500448), for the Fire Station No. 7 Project in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

CMAR Services are separated into two phases:

 

                     Phase 1 - pre-construction services during the design phase; and

                     Phase 2 - construction services for a Guaranteed Maximum Price (GMP) for construction of the project.

 

This recommendation is to consider award of the Phase 2 construction services and GMP of Fire Station No. 7.

 

Phase 1 Pre-Construction CMAR Services with Willmeng Construction, Inc., was awarded on January 28, 2025.  The scope of Phase 1 is complete and the GMP for construction services was delivered to the City on June 3, 2026.

 

GMP Pricing for Phase 2 was received and negotiated in the amount of $8,202,150.59. This price includes all costs of construction.

 

Items excluded from the total amount above include Furniture, Fixtures, and Equipment (FF&E) in the amount of $200,000. The FF&E items will be awarded under separate contracts and are not included in the GMP.

 

COMMUNITY IMPACT:

Construction of Fire Station No. 7 was recommended in the Lake Havasu City Fire Study due to increased housing developments, inadequate fire/EMS coverage, and long response times to the east side of the City.

 

Fire Station No. 7 will serve 11,805 residents and 7,882 parcels, protect over $2 billion in structures, and cover 91 miles of streets.  The design of Fire Station No. 7 strikes a balance between function, cost, and seamless integration into the surrounding neighborhood, thereby enhancing the quality of life for those it serves.

 

FISCAL IMPACT:

$8,202,150.59 is allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan budget utilizing the General Fund.
