Action: Memorandum of Understanding with the Lake Havasu Professional Firefighters (Chief Pilafas)

PURPOSE:

To consider approval of the Memorandum of Understanding with Lake Havasu Professional Firefighters (LHPF).

 

BACKGROUND:

Lake Havasu City Code Chapter § 2.62, established in April 2004, allows designated employee groups to engage in the process of meet and confer to establish an MOU. The City and LHPF’s authorized representatives recently met and conferred in good faith pursuant to City Code § 2.62.060 process and reached an agreement regarding modifications to the 2024 LHPF MOU.

 

The proposed modifications pertain to Article 3 - Rights of Unit Members, Article 6 - Paid Time Off (PTO) Leave, Article 8 - Salary Survey, and Article 13-Payroll deductions. Along with the additions of Article 14 - Procedure for Alleged Breach and the Article 15 - Meet and Confer process now features a significant update: it will take place every two years, specifically in even-numbered years. As a result of this process, the MOU between the City and the Lake Havasu Professional Firefighters is being presented to City Council for approval.

 

COMMUNITY IMPACT:

The meet and confer process promotes communication between management and workforce to improve community services.

I move to approve the Memorandum of Understanding with the Lake Havasu Professional Firefighters, effective January 1, 2026, and authorize the City Manager and the Fire Chief to execute the MOU on behalf of the City.
