FUNDING SOURCE:
Federal Aviation Administration (FAA) Grant - 91.06%
Arizona Department of Transportation (ADOT) Grant - 4.47%
Capital Improvement Plan - Airport Fund - 4.47%
PURPOSE:
To consider adoption of a resolution accepting FAA Airport Infrastructure Grant No. 3-04-0071-036-2026 for the design of the Terminal Apron Pavement Reconstruction Project at Lake Havasu City Airport and authorizing the City Manager to execute all necessary grant documents.
BACKGROUND:
The FAA has awarded Lake Havasu City Airport Infrastructure Grant (AIG) No. 3-04-0071-036-2026 under the Infrastructure Investment and Jobs Act (IIJA). The grant will fund the design phase for reconstruction of approximately 36,000 square yards of terminal apron pavement at Lake Havasu City Airport. The project will provide engineering and design services necessary to prepare the airport for future apron reconstruction and rehabilitation improvements.
The FAA grant provides funding for 91.06% of eligible project costs, with a maximum federal participation amount of $184,932. The grant funds from ADOT provide 4.47% ($9,078) and the City is responsible for the remaining 4.47% ($9,078) local match, resulting in a total project cost of $203,088.
COMMUNITY IMPACT:
Lake Havasu City Airport serves as a critical transportation asset that supports business aviation, tourism, emergency services, and economic development within the region. The terminal apron is a heavily utilized area that provides aircraft access to airport facilities and services. Completion of the design phase will position the Airport to pursue future construction funding and ensure the continued safe and efficient operation of airport facilities. Investing in airport infrastructure helps maintain compliance with FAA standards, supports economic growth, and preserves the long-term functionality of the Airport for residents, visitors, and businesses.
FISCAL IMPACT:
Funding in the amount of $203,088 for this project is allocated and available in the Fiscal Year 2026-27 Capital Improvement Plan utilizing FAA Grant Funds, ADOT Grant Funds and Airport Funds.
