PURPOSE:
To consider the approval of Job Order Contract (JOC) Task Order Agreement No. 3 for the Fiscal Year (FY) 2025-26 Chip Seal Program with Cactus Asphalt (500593) in the amount of $1,997,451.20 in accordance with City Code §§ 3.10.010.3(A)(1), 3.10.030.1, and A.R.S. 34-605(F).
BACKGROUND:
Amendment No. 2 to the Cooperative Purchasing Agreement and Lake Havasu City Code Section 3.10.040 allows the use of Job Order Contracting not to exceed $2,000,000 maximum per project task order limit.
Staff submitted a request for job order proposals to all five (5) JOC contractors on the Pinal County JOC contractors list. On February 13, 2026, the City received one (1) proposal from qualified asphalt contractors:
Cactus Asphalt: $1,997,451.20
Staff determined that the offer received from Cactus Asphalt is deemed reasonable for the immediate work. It is anticipated that 374,987 square yards will be chip sealed, with an additional 498,850 square yards receiving CQS chip sealant.
COMMUNITY IMPACT:
The Chip Seal Program provides preventative maintenance, sealing smaller cracks to preserve and ensure a longer lifespan of our roadways.
FISCAL IMPACT:
Funds in the amount of $1,997,451.20 are allocated and available in the FY 2025-26 Highway User Revenue Fund (HURF).
