PURPOSE:

Approve and authorize the acceptance of a non-federal sub-grantee agreement between Lake Havasu City and the National Foundation for the Centers for Disease Control and Prevention, Inc. (“CDC Foundation”) under the Understanding and Preventing Drowning Grant Project known as Mission 3: Water Ready.

 

BACKGROUND:

Lake Havasu City’s Aquatics Division, in partnership with Lake Havasu Unified School District #1 (LHUSD), will implement Mission 3: Water Ready, a structured, school-integrated swim instruction program targeting approximately all 350 third-grade students, including those third graders enrolled in the self-contained special education classrooms, across six elementary schools during the 2026-2027 school year.

 

The agreement includes standard contractual provisions related to reporting, record retention, confidentiality, and indemnification. Under the agreement, Lake Havasu City agrees to indemnify and hold harmless the CDC Foundation and related parties from certain third-party claims arising from the City's performance under the grant agreement.

 

COMMUNITY IMPACT:

Mission 3: Water Ready supports the City’s goals to reduce drowning risk, increase water competency, and promote long-term safety and confidence in aquatic environments. It also creates a structured continuum between KinderSwim and Mission 5: Ready to Rescue.

 

FISCAL IMPACT:

Lake Havasu City is the sub-recipient of a non-federal grant in the amount of $23,063.30 to implement Mission 3: Water Ready. As with all Recreation programming, the City subsidizes the cost of administration, including any required staff training. This includes the Grant Manager, Program Coordinator, Aquatics Supervisor, Recreation Superintendent, and Parks and Recreation Director. No administration cost will be incurred by the grant. Grant funds are allocated and available in the Fiscal Year 2026-27 Budget.

I move to approve and authorize the City Manager to execute the Non-Federal Subgrantee Agreement with the CDC Foundation for the Understanding and Preventing Drowning Grant Project, Mission 3: Water Ready.

 

I move to not approve the Non-Federal Subgrantee Agreement with the CDC Foundation for the Understanding and Preventing Drowning Grant Project, Mission 3: Water Ready.
