PURPOSE:
To consider adoption of a resolution adopting the Five-Year CIP used as a planning guide for scheduling and development of capital facilities for the ensuing five-year period.
BACKGROUND:
City Code Chapter 2.70 requires that City Council adopt, by resolution, the CIP prior to the adoption of the City’s annual budget. The City’s annual budget is scheduled for final adoption on June 23, 2026. This section of the City Code also requires a notification be published at least one time in the local newspaper, which states the times and places where copies of the CIP can be viewed, not less than two weeks after publication, for a public hearing on such program. This notice was published in the Today’s News-Herald.
There have been three changes to the total CIP information presented to Council at the April 16 and May 14, 2026, Budget Work Sessions:
1) The Multi-Use Fields project was moved to Fiscal Year (FY) 2026-27 for the planning and design ($1 million) and to FY 2027-28 for Construction ($6 million);
2) The Rotary Park Splash Pad project was moved to FY 2026-27 in the amount of $1.5 million with funding from the General Fund instead of Grants; and
3) The North Area Hangar Development project funding of $1.3 million in FY 2027-28 was split into FY 2027-28 ($800,000) and FY 2028-29 ($500,000).
All three projects are funded by the General Fund. Funds were shifted based upon projected available funds for each year in the five-year CIP.
The Five-Year Capital Improvement Plan total is $197,297,230. A separate report titled “FY 2027-31 Proposed Capital Improvement Plan Summary, Revised June 9, 2026” has been attached for easy reference to the summary changes with the updated project worksheets for each also attached.
COMMUNITY IMPACT:
Development of a five-year CIP plan allows for adequate planning of resources to meet future infrastructure and maintenance needs.
FISCAL IMPACT:
The Five-Year Capital Improvement Plan total is $197,297,230.

I move to adopt Resolution No. 26-3916 adopting the Five-Year Capital Improvement Plan for the period of July 1, 2026, through June 30, 2031.
