PURPOSE:

Consider the award of Job Order Contract (JOC) Task Order Agreement No. 1 for the Pima Wash #8 Phase 1 Stabilization with Perco Rock Company in accordance with City Code §§ 3.10.010.3(A)(1), 3.10.030.1, and A.R.S. § 34-605(F).

 

BACKGROUND:

On August 12, 2025, the City Council authorized the design of Pima Wash #8 to Kimley Horn and Associates. Pima Wash #8 is located between Blue Water Avenue and the Nelson Drain.

 

The City has entered into Cooperative Purchasing Agreements utilizing Mohave County Job Order Contract (“JOC”) No. 2026-026-RFQ which lists six prequalified vendors: Combs Construction, Groundwater Partners, Lewis Equipment, McCormick Construction, Perco Rock Company and Rummel Construction. Each of the six vendors were sent Task Order No. 1 for pricing based on the Plans and Specifications for construction.

 

On May 8, 2026, pricing proposals were received from four (4) of the six (6) vendors as follows:

 

Perco Rock Combined Total:                                                                $   609,083.00

Groundwater Partners Combined Total:                     $   687,367.00

Combs Construction Combined Total:                     $   961,104.00

Rummel Construction Combined Total:                     $1,140,431.10

 

Selection for award was based on lowest responsive bidder.

 

COMMUNITY IMPACT:

This project will provide drainage improvements, slope stabilization measures and safe pedestrian crossings within the ongoing Flood Management and Wash Stabilization programs for our City.

 

FISCAL IMPACT:

Funds are allocated and available in the approved Fiscal Year 2025-26 and the proposed Fiscal Year 2026-27 CIP budgets, utilizing Flood Control Funds, in the amount of $609,083.
