Discussion and Action: Change Order No. 3 to the Construction Contract for the 2025 Water Main Replacement Project with Mountain High Excavating (Jason Hart)

FUNDING SOURCE:

Capital Improvement Plan (CIP) - Water Utility Fund

PURPOSE:

To consider approval of Change Order No. 3 for 2025 Water Main Replacement Project (Contract 500678) in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.

 

BACKGROUND:

Bids were opened on August 6, 2025, for this project and City Council awarded the base bid plus four additive alternates to Mountain High Excavating for $3,575,694. Since construction first commenced, another section of Acoma Boulevard, between Industrial Avenue and Bahama Avenue, has been identified as needing replacement due to it being located within an upcoming paving project. This section is approximately 1,700 linear feet of 8” watermain with multiple service lines and fire lines. Data shows it has had several breaks in recent years and should be replaced prior to paving over the area.

 

COMMUNITY IMPACT:

The replacement of the existing water mains, water services and fire hydrants will enhance the neighborhood also providing reliable potable water. Upgrading new water mains, water services, new fire hydrants and water delivery to the community now and into the future will be beneficial to the residents of Lake Havasu City.

 

FISCAL IMPACT:

Funds in the amount of $600,000 are allotted and available in the Fiscal Year 2025-26 Capital Improvement Plan utilizing Water Utility funds.

I move to approve and authorize the City Manager to execute Change Order No. 3 to the Construction Contract for the 2025 Water Main Replacement Project with Mountain High Excavating in the amount of $600,000.
