PURPOSE:

To consider approving the Public Education Plan for the 2026 General Plan Update as required by Arizona Revised Statutes § 9-461.06(C)(1)

 

BACKGROUND:

Lake Havasu City is mandated by Arizona state law to update its General Plan every ten years to ensure that it aligns with the community's evolving needs and priorities. The General Plan serves as a critical framework for guiding future growth and development, covering key areas such as land use, transportation, housing, and public services.

The last comprehensive update to the City's General Plan was completed in 2016. Over the past decade, the City has experienced changes, including population growth, economic development, and community priorities. To address these changes and to provide a strategic vision for sustainable development, it is essential to undertake a thorough and collaborative update of the General Plan. To fulfill this requirement, the City hired Logan Simpson Design, Inc., to undertake this important project.

In accordance with Arizona Revised Statutes § 9-461.06(C)(1), the creation and adoption of a Public Education Plan (PEP) is required when updating a General Plan.  The PEP plays a pivotal role in the General Plan update by establishing the procedures for providing effective, early and continuous public participation from all geographic, ethnic, and economic areas of the community.

The General Plan update is set for ratification in the November 2026 General Election.

COMMUNITY IMPACT:

The Public Education Plan demonstrates the City’s commitment to collaborative planning, transparency, and adherence to statutory obligations.

 

FISCAL IMPACT:

The Public Education Plan is included in the overall contract with Logan Simpson Design, Inc.
