PURPOSE:

To consider the ratification of a Notice to Proceed (NTP) and Subscription Services Addendum and approval of the purchase of APX NEXT handheld radio replacements and five years of subscription services for the Police Department from Motorola Solutions, Inc. (500187), utilizing Arizona State Contract CTR046830, in accordance with City Code § 3.10.010.3(A)(1) and § 3.10.030.1.

 

BACKGROUND:

The handheld radios currently utilized by the Police Department were purchased in 2015 and are nearing the end of their useful life.  Due to the changes in technology, these current devices will no longer be supported, and repairs will be difficult if not impossible, relying solely on the availability of used parts.  The APX NEXT radios contain the latest technological features including LTE signal which ensures a much larger range of service and a GPS location feature allowing dispatchers and other officers in the field the ability to see an officer’s location when not in their vehicle, both of which offer an increased level of officer safety.  Additionally, these handheld radios provide the ability for an officer to view active calls for service directly from the screen on the device, giving them the ability to monitor activity when away from their patrol vehicles.

 

The purchase of replacement handheld radios and the first year of subscription services was approved in the Fiscal Year 2025-26 budget in the amount of $1,480,000; however, by issuing a Notice to Proceed by June 27, 2025, the City was able to lock in quoted pricing for the purchase of the equipment and five years of subscription services prior to an estimated 7% increase effective July 1, 2025, resulting in a savings of approximately $125,000. This purchase will be made utilizing the Arizona State Contract CTR046830 executed by the City on October 29, 2024.

 

COMMUNITY IMPACT:

Radio communications play a vital role in law enforcement, and reliable and effective equipment is essential to the safety of the officers and the community.  Utilizing the Arizona State Contract for this purchase and locking in current pricing relieves a substantial financial burden on General Fund resources.

 

FISCAL IMPACT:

Funds for the first year of this agreement are allocated and available in the Fiscal Year 2025-26 General Fund, Police Department budget in the amount of $1,274,453.64 plus applicable taxes.  Appropriation for subscription services for years two through five ($60,495.00 per year, plus applicable taxes) will be included in subsequent budget requests for each fiscal year.  The total cost of the equipment and five-year subscription services agreement is $1,516,433.64 plus applicable taxes.
