PURPOSE:
To consider the award of a bid for Fiscal Years 2025-30 Hot Mix and Cold Mix Asphalt Materials (Contract 500590) to Campbell Redi-Mix in accordance with City Code § 3.10.030.1.
BACKGROUND:
The Lake Havasu City Public Works Department is in need of supply and delivery on an as-required basis of approximately 1,500 tons of asphalt hot mix and approximately 1,000 tons of asphalt cold mix. The Street Maintenance Division uses cold mix to repair utility trenches, repair ongoing pavement defects such as potholes, shoulder repairs, and settling or failing utility trenches. The Water and Wastewater Utility Divisions use cold mix to temporarily patch utility trenches for the safety of motorists, cyclists, and pedestrians. Asphalt hot mix is used on larger utility cut repairs, as well as roadway widening projects.
On May 14, 2025, sealed bids were opened, and one bid was received in response. The qualifying bid is Campbell Redi-Mix for a total of $313,280 for the itemized unit prices as listed on the attached bid tabulation, based on annual estimated quantities and delivery charges, plus applicable sales tax.
COMMUNITY IMPACT:
Procuring asphalt cold mix and asphalt hot mix in estimated annual amounts supports the City’s ability to receive the best possible pricing.
FISCAL IMPACT:
Funds for asphalt cold mix and asphalt hot mix materials have been and will be (with annual budget approval) allocated and available in the appropriate divisional budgets for Fiscal Years 2025-30.

SUGGESTED MOTION:Recommended Action
I move to award the bid for Fiscal Years 2025-30 Hot Mix and Cold Mix Asphalt Materials to Campbell Redi-Mix, authorize routine annual expenditures exceeding the threshold but not to exceed the annual departmental budgets for the duration of the Agreement and all renewals, and authorize City staff to exercise the annual renewal options throughout the Agreement term.
