PURPOSE:
To consider approval of purchases exceeding the expenditure threshold with Stryker Sales, LLC, (500542) utilizing Sourcewell Cooperative Contract 041823-STY in accordance with City Code Sections 3.10.010.3(A)(1).
BACKGROUND:
Cardiac monitors are a highly critical and technical piece of equipment used in providing Basic & Advanced Life Support Emergency Medical Services. Currently, the Fire Department has thirteen LIFEPAK 15 cardiac monitors. Two LIFEPAK 15 monitors will be reaching their service life per industry standards, based on an eight to ten-year life cycle. These two (LIFEPAK V1/V2) will be traded in for two LIFEPAK 15 V4 cardiac monitors which are used throughout the fire department.
The LIFEPAK 15 units allow our paramedics to monitor the different cardiac rhythms for diagnosis and treatment. It also provides basic patient vital signs such as heart rate, blood pressure, and advanced monitoring such as 12 lead cardiac telemetry and End-tidal Co2 levels for respiratory patients. While our Paramedics and EMTs are the best assets for our community's citizens, capable tools such as the LIFEPAK 15 allow them to optimize their successful outcomes.
The LIFEPAK 15 also serves as a technological hub used to communicate with the iPad-based patient care report system used across the department. This gives the crews the ability to send their critical findings directly to the Emergency Department Physician in real-time. This allows the hospital to see what the crews are seeing and enables them to prepare and activate support systems to be ready for the patient’s arrival. As a “Chest Pain Center” accredited hospital, Havasu Regional Medical Center (HRMC) relies on the Fire Department’s ability to reliably transmit our cardiac findings from the field to the ER in real-time for early activation criteria to be met.
Staff’s recommendation is to purchase the LIFEPAK 15 V4 units and associated equipment due to its advanced technological abilities and ensuring that all units are of the same design and function. In emergencies, familiarity with equipment is of extreme importance, resulting in a positive outcome and avoiding confusion between differing devices. The Fire Department has a replacement plan in place, which includes replacing two LIFEPAK 15s per year, which allows for proper rotation of cardiac monitors as the units age.
We are also requesting the purchase of one (1) new Power-PRO powered ambulance cot to replace an existing Power-PRO cot that has become unserviceable due to its age and is now considered obsolete.
The replacement Power-PRO offers a range of critical benefits for both patient care and EMS operations. A Powered cot allows for smooth, controlled lifting and lowering, reducing the risk of tipping or sudden movements that could aggravate injuries. This is especially important during critical transports, where maintaining spinal alignment or patient positioning is essential.
Equally important is the reduction in risk of injury to EMS personnel. The Power-PRO cot’s powered lift system eliminates most of the physical strain associated with patient handling. This not only helps protect EMS workers from back, shoulder, and knee injuries but also contributes to longer careers and fewer workers’ compensation claims.
Powered cots also streamline the process of loading and unloading patients. This efficiency shortens scene and hospital turnaround times, enabling ambulance crews to respond more quickly to other calls. In high-demand environments, this speed can be crucial in saving lives and meeting response time goals.
These purchases will be made utilizing the Sourcewell Cooperative Contract 041823-STY (500542) executed by the City on July 15, 2024.
COMMUNITY IMPACT:
The LIFEPAK 15 unit brings the latest technology and capabilities to improve overall patient treatment while the Power-PRO Powered Ambulance Cot allows for safe, quick and efficient handling of patients during emergencies.
FISCAL IMPACT:
With combined trade-in credits of $17,000, funds in the amount of $72,787.73 for the two LIFEPAK 15 units and $35,661.54 for the Power-PRO Ambulance Cot are allocated and available in the Fire Department’s Fiscal Year 2025-26 budget, within the General Fund, for the total purchase price of $108,449.27.
