PURPOSE:
To consider awarding a bid (Contract 500839) for the Fiscal Year (FY) 2026-27 Hot Mix Asphalt Repairs Project to Pioneer Earth Movers, Inc., in accordance with City Code §§ 3.10.010.2 (A.R.S. Title 34) and 3.10.030.1.
BACKGROUND:
The FY 2026-27 Hot Mix Asphalt Repairs project is part of the City’s ongoing pavement maintenance program and is intended to address deteriorated asphalt surfaces at various locations throughout Lake Havasu City. The project includes removal and replacement of asphalt pavement, installation of manhole collars, replacement of water valve cans and collars, and traffic control measures necessary to safely complete the work.
Timely asphalt repairs improve roadway conditions, reduce hazards such as potholes and surface failures, and enhance overall drivability for residents, visitors, and emergency services.
By proactively addressing pavement deterioration, the City minimizes long-term repair costs and disruptions while maintaining a higher level of service for the community. Additionally, improved road conditions contribute to vehicle safety, reduced wear and tear on vehicles, and support efficient mobility throughout the City.
On September 23, 2026, sealed bids were opened and two (2) bids were received as follows:
Pioneer Earth Movers Inc.: $439,700
Sunland Asphalt and Construction LLC: $555,035
COMMUNITY IMPACT:
This project supports the City’s commitment to maintaining safe and reliable transportation infrastructure.
FISCAL IMPACT:
Funds in the amount of $439,700 are allocated and available in FY 2026-27 in the Highway User Revenue Fund and Water Utility Fund budgets.
