PURPOSE:

To consider adopting a resolution approving the agreement with the Department of the Army to complete a water conservation project under the Section 595 funding opportunity.

 

BACKGROUND:

In 2022, the City submitted a letter of interest to the U.S. Army Corp of Engineers (USACE) under their Section 595 funding opportunity.  In 2024, USACE began working with the City on an agreement to provide funding for the design and construction of a water conservation and water reuse project.  This project will conserve water by converting the irrigation system at three City parks (Cypress, Jack Hardie, and Rotary) to effluent water.  This will increase the effective use of existing effluent supplies and decrease use of potable water supplies.

 

COMMUNITY IMPACT:

This project will protect vital water resources and maximize use of existing effluent water supplies.  This will demonstrate the City’s commitment to water conservation and water use efficiency.

 

FISCAL IMPACT:

Funds are allocated in proposed Capital Improvement Plan (CIP) utilizing Wastewater Funds and Grant Funds over two fiscal years. For Fiscal Year 2025-26, funds would be allocated and available in the CIP with adoption of the annual budget. For Fiscal Year 2026-27, remaining project funds are reflected in the Five-Year CIP.  The cost share is split between Grant Funds and Wastewater Utility Funds.

I move to adopt Resolution No. 25-3844 approving the Agreement with the Department of the Army for Design and Construction Assistance for the Water Conservation and Water Reuse Project.
