PURPOSE:
To consider approval of Amendment No. 2 to the Professional Services Agreement (Contract No. 500236) for alcohol and drug urinalysis testing services for Veteran participants in the Lake Havasu City and the City of Kingman Regional Veteran Treatment Courts in accordance with City Code § 3.10.010.2 (Specialized Services).
The four-year grant was extended one additional year. This amendment formally documents the end date of the Grant Agreement and funding on September 30, 2026.
BACKGROUND:
Lake Havasu City, in conjunction with Kingman and the Regional Veterans Treatment Court, applied for and was awarded additional funding from the Bureau of Justice Assistance (BJA) grant for the enhancement of substance abuse services for Veterans ineligible for local Veteran Affairs services.
COMMUNITY IMPACT:
Strengthening treatment programs reinforces the City’s and community’s commitment to supporting the Veterans Treatment Court; providing necessary treatment and testing for justice involved veterans and enhancing the safety of our community.
FISCAL IMPACT:
Federal BJA Grant funds not-to-exceed the approved amount granted by the U.S Department of Justice (DOJ) Grants.

I move to approve and authorize the City Manager to execute Amendment No. 2 to the Professional Services Agreement with Averhealth for Alcohol and Drug Urinalysis Testing Services for Veteran Treatment Courts.
