COUNCIL COMMUNICATION

TO:                                          Honorable Mayor and Council

FROM:                     Bobbie Kimelton, Human Resources Director

SUBJECT:Title

FUNDING SOURCE:

General Fund

PURPOSE:

Lake Havasu City and Mohave Community College (MCC) agree to partner through this Agreement to develop and facilitate customized supervisor training for city government mid-level managers.  The Lake Havasu City Supervisor Excellence Academy is an intensive 12-month applied learning, immersion experience designed to help current and emerging Lake Havasu City Government supervisors develop and continuously improve their competencies as city government supervisors to better serve Lake Havasu City residents, visitors, businesses, and community organizations.

Also, included in the Academy will be learning objectives and competencies from existing MCC courses including Human Relations for the Workplace, Interpersonal Communications, Public Speaking, Management & Supervision Techniques, and a new course titled Introduction to Organizational Leadership.

BACKGROUND:

Historically, many of the supervisors and management of Lake Havasu City achieved their success in leadership positions based on their extensive subject matter expertise in their chosen career fields.  These employees, however, have not been afforded the opportunity to learn the supervisory and leadership skills expected in their positions.  Many of these individuals have expressed a strong desire to acquire skills in performance management, communication, conflict resolution, and an ever-increasing knowledge of information technology and regulatory compliance.

COMMUNITY IMPACT:

This intensive Academy will culminate in a capstone team project addressing Supervisory Excellence in Action that will focus on how each supervisor and their team of employees can strategically improve Lake Havasu government operations, systems, processes, and/or services.  The ultimate impact of this training is anticipated to be supervisors and managers who make more effective leaders both for the city and in the community, as well as individuals who are more customer-focused; are better problem solvers; and more creative and innovative and who will serve as mentors for future leaders for the city and the community.

FISCAL IMPACT:

The total cost of this program is $125,000 for 25 students.  Through Arizona@Work incumbent worker training and a discount provided by MCC of 50% recognizing this as an innovative business/education/government partnership that will serve as a model for the state, the cost is $50,000 which is currently budgeted and approved as part of the Fiscal Year 2022-23 General Fund.
