PURPOSE:
To consider approval of an Amendment No. 2 to the Cooperative Purchasing Agreement 500464, adding additional pricing for specialized service requirements, with Holbrook Asphalt, LLC, utilizing the City of Mesa Agreement No. 2022159, in accordance with City Code § 3.10.101.3(A)(1) and to approve the cooperative purchase of HA5 high-density mineral bond pavement preservation service from Holbrook Asphalt, LLC, for Fiscal Year (FY) 2024-25.
BACKGROUND:
Lake Havasu City maintains its roadways with standard maintenance practices, including the fog sealing of those paved roadways in good condition or previously slurry sealed. The City has done extensive research on road maintenance over the years and has found that HA5 is the most cost-effective and long-lasting seal coat available. Application of this material extends the useful life of the roads by 4-7 years.
Applications will take place on Riviera Boulevard (from Swanson Avenue to Palo Verde Boulevard South), London Bridge Road (from Paseo Del Sol Avenue to Lake Havasu Avenue North), McCulloch Boulevard (from Smoketree Avenue South to the London Bridge), Smoketree Avenue South (from Swanson Avenue to Mesquite Avenue), Industrial Boulevard (from London Bridge Road to Kiowa Avenue), Lake Havasu Avenue North (from Acoma Boulevard West to Kiowa Avenue), Kiowa Avenue (at intersection of Kiowa Avenue and Countryshire Avenue), Avenida Tierra Vista (from Cherry Tree Boulevard to Avenida del Sol, including the cul-de-sacs from Plaza Sienna and Corte Tranquilla), Avenida Del Sol (ending at Corte Cabrillo), 3200 area of El Dorado Avenue North (near Dolphin Drive), as well as the Mesquite Park parking lot and Grand Island Path.
The FY 2024-25 project includes special services for residential shuttle service for Avenida Tierra Vista and Avenida Del Sol section of the project as well as some additional clean-up, touch-up and windows crew. These additional costs are included in Amendment No. 2.
COMMUNITY IMPACT:
By contracting this work out, the City maximizes the efficiency and effectiveness of the community’s resources allocated to roadway maintenance. Fog sealing roadways seals the surface and prevents the loss of fine aggregate in asphaltic concrete pavements and slurry seals. This extends the life of the pavement and maintains a smoother surface.
FISCAL IMPACT:
Funds in the amount of $577,656.46, plus applicable taxes, are allocated and available in the Fiscal Year 2024-25 Highway User Revenue Fund budget.

I move to approve Amendment No. 2 to the Cooperative Purchasing Agreement with Holbrook Asphalt, LLC; authorize the City Manager to execute the Amendment; and authorize expenditures for the FY 2024-25 HA5 high-density mineral bond pavement preservation services in the amount of $577,656.46.
