Approve the Cooperative Purchase for the Refurbishment of One (1) 2001 E-One 100’ Aerial Quint from Brindlee Mountain Fire Apparatus dba Firetrucks Unlimited (Chief Pilafas)

PURPOSE:

To approve the refurbishment of one (1) 2001 E-One 100’ Aerial Quint utilizing the Sourcewell contract number 120921-BLE under cooperative purchase agreement 500306 with Brindlee Mountain Fire Apparatus dba Firetrucks Unlimited, in accordance with City Code § 3.10.010.3(A)(1).

 

BACKGROUND:

The Fire Department (FD) & Public Works Vehicle Maintenance Division established a tentative 5-year FD vehicle replacement/refurbishment plan to address the aging fleet, increased maintenance costs, and excess out-of-service time.

 

The plan was re-evaluated in 2024, and it was determined that refurbishing the 2001 E-One 100’ Aerial Quint would be a good investment to extend the service life by 10-15 years. The cost of a new fire truck is over 2 million dollars. A refurbishment is less than half of the cost of a new truck. The gold-level refurbished engine will be nearly new and will provide the FD with a safe and reliable vehicle to serve the community.

 

The Fire Department determined that the refurbishment of the 2001 E-One 100’ Aerial Quint would be the most cost-effective refurb based on the truck's overall condition. The refurbishment will comply with the National Fire Protection Association 1912 Standard for Fire Apparatus Refurbishing. The estimated time to complete the refurbishment of the fire engine is twelve to eighteen months.

 

The Fire Department has completed two engine refurbishments and staff has been pleased with the outcome. Staff is recommending the continuation of the refurbishment program with Firetrucks Unlimited.

 

COMMUNITY IMPACT:

Providing a cost-effective and reliable fire engine to allow the Lake Havasu City Fire Department to serve the community needs for fire, rescue, and emergency medical services.

 

 

 

FISCAL IMPACT:

General Funds in the amount of $900,000 are allocated and available in the Fiscal Year 2024-25 Fire Department budget. The estimated cost of the refurbishment of the 2001 E-One 100’ Aerial Quint is $799,903, with $100,097 set aside as contingency funding for any unforeseen repairs needed to complete the refurb.
