PURPOSE:
To consider approval of cumulative, cooperative purchases greater than the City Manager’s expenditure threshold with Quail Construction LLC, (Contract 500787) for traffic control devices, set up, and emergency services, utilizing the City of Prescott’s Cooperative Contract 2024-230, in accordance with City Code §§ 3.10.010.3 (A)(1) and 3.10.030.1.
BACKGROUND:
Traffic control services are necessary to maintain the safe and efficient movement of vehicles, pedestrians, and construction personnel during special events, emergency responses, as well as Public Works construction, maintenance, and utility projects throughout the City. These services typically include the placement, maintenance, and removal of traffic control devices such as cones, barricades, signage, message boards, and flagging operations all in accordance with the standards established in the Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD) standards. Due to the need for certified traffic control personnel, specialized equipment, and the ability to mobilize quickly for both scheduled and emergency work, the City periodically relies on qualified contractors to provide these services. The contract is currently effective through July 9, 2026, with the option for three additional one-year renewals. Use of this cooperative contract allows the City to procure on-call and emergency traffic control services in a timely and cost-effective manner while ensuring proper traffic control is maintained for work occurring within the City right-of-way.
COMMUNITY IMPACT:
Providing and ensuring proper traffic control during construction and maintenance operations, in emergency situations and special events, gives the community and workers a safe line of travel, reducing accidents and injuries.
FISCAL IMPACT:
Funds are allocated and available in the Fiscal Year 2025-26 Highway User Revenue Fund budget.

I move to approve the cooperative purchases of Emergency and On-Call Traffic Control Services from Quail Construction, LLC, exceeding the expenditure threshold but not exceeding the annual department budget for the duration of the Cooperative Purchase Agreement.
